Setting Up GM character and monitoring accounts

Hi, i am new to making Ots so be very specific since i don't understand much.

MY Ot use an account manager , it is not going to be online just yet

first off, how do i make a log for my characters
how do i make so i can add gms
so i can edit current characters

second
what do i need to dowload?
what is it called. i link would be nice.

thirdly
do i need to work about Sql's ?
like MYSQL and SQlite?

I don't know what that is.
all i know that i can do is run my server.
