Settings Up Server Issue

I'm trying to set up a private server so I can test some stuff out but I'm unable to get started.

Anyone care to help me? Happy to PayPal some $$ once it's all set up and running

I tried this, but can't seem to get past the Laragon step. Seems very complicated :S
