setup website error

hello otland, when i try to setup my website it says (gesior)
ive hired the server ,

In file install.txt must be your IP!
In file is:
my hired ip
Your IP is:
*************<- my ip

when i put in my ip its gone,but , shoud i setup it on my ip? or how shoud i do

now when i try to import a mysql file into my database , it says

 No data was received to import. Either no file name was submitted, or the file size exceeded the maximum size permitted by your PHP configuration

even though the file is empty,and doesnt is under the limit , Select from the web server upload directory /home/otsmanager/mysql/pma/: however,when i add it like from my computer,it works,but then other things not work,so i have to add it throw Select from the web server upload directory /home/otsmanager/mysql/pma/:, så please help me
