Or make new item in item.otb and set transparent graphics (blank) and check attributes:
- AlwaysOnTop
- Unmoveable
- ignore item name or something like that

Well I tried giving the unique id number 1000 to a lot of items but then when I run the server it says that there are some items with the same unique id, is there a way to give the same unique id without getting the error?

It's an oxymoron. If it's unique it can't be duplicated, cos it's one of it's kind.
