Then its your ports.. If your firewall is off, and you dont have any other firewall that could make conflicts with the one you're using, check your router carefully, follow all steps from PortForward.com - Free Help Setting up Your Router or Firewall, if that doesn't work, ask your dad or someone that are good at computers.
