I have a big error, my friends can't enter to the page of my server to create the accounts, i use no-ip, i get to they the numbers ip and nothing why?

And in the page my server is [Opened] Online and the page mark Server Offline ???...

Some caracteristics:
->Used acc manager = THEBEST031a for TFS 02
->The Forgott Serv~ = T.F.S 0.2.4
->Xampp ~~ 1.6.5 = MySql and Apache Running
->Layout ~~ TibiaCom
->Page Installed ~~ Yes and all is good..
