Lua Stair dont up or down

problem with stairs, I changed in item.xml

        <attribute key="floorchange" value="west" />
    </item>

but dont work, waht to do?

if "up" not is a value to the attribute "floorchange", why "down" should be?

If it wont work in game, is it possible that there is no ground tile under the stairs?
