Staminia problem not gaining any stamina?

hey Some off my players on the server cant gain stamina at all or they just get 1 on 24 h
Staminia in config:
-- Stamina
rateStaminaLoss = 1
rateStaminaGain = 10000
rateStaminaThresholdGain = 400000
staminaRatingLimitTop = 41 * 60
staminaRatingLimitBottom = 14 * 60
rateStaminaAboveNormal = 1.5
rateStaminaUnderNormal = 0.5
staminaThresholdOnlyPremium = false

 

[Grehy]

rateStaminaGain = 10000
rateStaminaThresholdGain = 400000

Why are these numbers so high?

staminaRatingLimitTop = 41 * 60
staminaRatingLimitBottom = 14 * 60

rateStaminaUnderNormal = 0.5
staminaThresholdOnlyPremium = true

dude it works for my ot perfectly if dont work for you maybe you need a function
