Starting an OT

I've been trying for hours now just to find a simple guide on how to make a OT, it doesnt even have to be open to public, maybe just on local host but does anyone wanna help me or send me a link. Thanks! The Ubuntu guide doesn't work i run on windows

In that guide, whenever I change my sqltype to "mysql" the server wont start. And in phpMyAdmin it doesn't even recognize that i made a character or account.
