I'm pretty sure words can describe it, your post is not clear

are you suggesting a gui interface to tfs 1.x?
are you suggesting the release of a final version of tfs 0.3.6?

in both cases I see no advantages, tfs is meant to be run in a remote server machine, not something that you would keep open and change/edit things of the fly

If you want to use something in this format, you can use visual studio. However, like Punker mentioned, there's not really a point of this in my eyes.
You can run visual studio to connect to your files live, then you can use a command promt to access the screened or ran tfs file for debug usage on a test server
