That's far from true. I haven't paid anything on this server yet and I'm currently the highest lvl.
Very fun server with a nice map, it's only lacking some more players.

I agree I am high lvl and its really fun! its abit more difficult to obtain loot to earn cash wich only makes it more fun! So the only thing the server is lacking right now is players
