Lua TALKACTION Cannot Execute this action

Hello, I am trying to /reload some files but when I try, it shows: You cannot execute this action.
I looked at talkaction.xml and says group = 6. I checked on my phpmyadmin and my character is group 6 and my account 3. So, whats is wrong?

Have a look over the access that is required for being able to execute the talkaction.

access="6". But my character is group_id - 6 on database. and still not working. I didnt see any access option on database beyond the group id

I have the same problem with all the commands, the distribution is Mystic Spirit 9.6
