talkactions.xml at 7.6

hello i need help i was searching tutorials how to add talkactions on ot found much but everywhere it say lets me add it on talkactions.xml but at mine ots i dont have it maybe its because its 7.6 but i saw in much ots that they had commans like !aol,!bless zombie event task system etc i want add this too but i have there only actions.xml i dont found anythink about it so im asking here
