Teleport to make you citizen

hello, I want to know how to create a teleport that when you go go on, It makes you citizen of the city you are in and sends you to the temple, and tells a message, You are now citizen of bla bla.

You can set actionid of the teleport to 30020 + <desired townID> and don't forget to set the destination to the temple coords, too.

So how the unique id should look? The town id is 2.

actionid would be 300202 and uniqueid will be 0

When i put that, the number changes to 65535
