TFS 0.4 COMPILING

Hey guys, I got tfs 0.4 rev 3777 R19 By MARTYX 32 bits, and it crashs a lot because my system is windows server 2008 64 bits, so I really need to compile it to 64 bits, but I cant because there isnt "dev-cpp" and ".dev" in my SOURCE, is it possible compile without this archives? how can i solve that?

Do you have a vc folder in there? Where did you get it?
