Solved [TFS 1.0] Create restricted talkaction

I created an talkaction called /save and it works, but everyone has access! How do I that only gods execute this talkaction? I tried putting the 'access="5"' in talkactions.xml but it worked! Can anyone help me? Thank you in advance!
