TFS 1.0 - Pvp for no vocation?

Hey, how to turn on pvp for no vocation and set it from level 20?

First Open config.lua
and change this code

protectionLevel = 1 -- Change 1 To 20

Second Open Vocations.xml
and add this code after fromvoc ="0"

attackable="yes"

so the code of no vocation

but I don't know if this will work ^_^
works perfect in 8.60 rev 3884 xD
