Is there no configuration for frags per week and month for skull?

Config.lua only states "red_skull"

Yes you can lose frags, but for how many kills per week or month do you get a skull?

It isn't implemented, you could open an issue on the github page and open a bounty source (donate to get the issue solved) to get it fixed quicker.
