Isn't the last option kinda obvious? Of course the admin should be able to set whatever level he like, configure any character starting value just as he want.
For my AAC, I store the columns and values in a config array and just loop them upon register.
Even it will work good if the admin has custom columns for example at players, they can just add it there and not dig into the core.
