Umm no its not that i think u started hosted it before you changed the frag time right ? u need to do it before you starting hosting it!

No it seems to me that whenever someone tries to call the function !kills, it is not able to read the thing that comes after the ":" sign... It should be a number, but something is wrong here, I just don't know where to start. Config.lua is fine.
