Just to answer your question: It's up to the Moderator, in this case it was me who deleted your thread and I decided to delete it instead of just moving it, otherwise people would just keep doing it.

BTW: I'm pretty sure most of the times people don't do it intentionally, which is why I think thread deletion is the right choice.
