It should be in your graphic card settings.
How do you turn on Vsync on your Graphic card <-- Tutorial for turning it on, I suppose since you're just turning it off just disable it where it tells you to enable.

He was trying to say that maybe his graphic card is locking his fps, tibia won't change anything if that was true.
I doubt that this has anything to do with your problem.
Also, next time please use the correct board.

Rambo is correct, but so Vsync aint able ot be turned on/off within tibia? ;o Always thought it was an option within an game lol
