Time in tibia, need help with function.

Hey , I was wondering what's the function that determines what time it is in tibia (0-24) so I can be able to make some actions happen only at night for example (from 21 to 4).

I dug out this getTibiaTime() , but dunno how to use it. If someone could clarify this just a bit I'd be thankful.
