Trouble locating charges on items in 1.3 TFS

I am searching the sources and can not seem to identify the portion of code that manages the removing of charges on items.

Specifically the charges on amulet or other worn items that are defensive items and have charges and are identified correctly via onequip and items.xml settings.

I would like to change the function from removing a charge per hit to 1 in 7 odds of remove a charge from the item so that it is not so quickly depleted!

Any tips would be great
