Trying to play offline but..

Im trying to use www.tibiakingdoms.com ot to play offline as I wont have internet soon. It has a custom built in ip changer but when i set to 127.0.0.1 using uniform server it says "no connection could be made because the target machine actively refused it" So I try running with apache it says end of file.. Someone help plz?

i know what uniform server is? It's so YOU can host websites and MYSQL servers.
