undoable ports forwarding

I had 5-years break from ots, so I forgot some things :)

I kindly ask for help, you, specialists :)

As u see on picture, I changed my static IP, forwarded ports in router settings, even turned off my firewall
but still I'm invisible for web. What did I forget or do wrong?

I hope I created this topic in correct place and according to all rules :)

If a portcheck site says it's closed, it doesn't always have to be closed.
Try to let someone login to your server or try to login from an other computer and see what happens then.

unfortnatelly, dosen't work.
Moreover if I write down my ip in browser, router setting starts, instead of acc maker.
It works when I do that on my laptop in friend's hause, but here (on my pc) just don't.

Edit: what can be reason of that?
I mean I have to type "localhost", but "my ip" dosen't work.
And it perfectly works in most cases.

The website will always says it's closed if there is no service opened using the port. For example, if there is no server on port 7171 open, then it will report as closed.

Try rebooting the router, and also remember to open ports on the modem and other routers if you have any.
