Your ISP is not blocking port 80

I have open the ports and everything but still i can only view my website! i need do smth in config, i wrote my ip i couldnt view the website i need to let it be: /*Database information*/
$config['database']['host'] = "localhost"; <---?

Please Help i use modern acc and uniserver

The database host should be localhost, it looks fine.

If the port checker tool can see the port, I cant understand why other ppl cant.
