Okay, why does every new real map OT start of with extremely high exp and end at extremely low? (350x-3x for example)

Is it just me who enjoys a server with stable experiance so you can enjoy the low levels and everyone not being 200+ after one day of playing?

And when you reach to 3x experiance everyone just stop lvling and goes WAR, theres no RPG feeling at all...
