Windows Using a spell and a rune at the same time

Hey there!

I have a little issue. On my server, I cannot use a rune and a spell at the same time. I just get a ''cloud'' at the character. What file should I change?

The "cloud" is called exhaustion.

Yes, I understand. Though ,when I remove the exhaustion, you can spam the rune or spell, but still cannot use them after eachother.

Is there any line that I can change to make the cooldown zero?
