Vip Script.. global or creature :S

hello!

i want know if someone can help me to make a script.. when the server get on, each 10 seconds get actived a script for vip players, if you are vip a words out from you, a effect... for only vip players and each 5 - 10 seconds at same time to each vip player..

please can someone help me?
