vocations.xml - mana/health regain is not raised after changing!?

This is the first time I've had this problem, maybe someone can see what I did wrong.

At first I thought the server wasnt loading the vocations.xml I was editing, like maybe it was in mods, but there isnt; so I changed the description to "a test", rebooted, looked at my self and sure enough: 00:38 You see yourself. You are a test. But my mana and health are still going up by 3's, I tried changing manaticks too 100, but that def didnt work lol. I have no idea why its doing this.

Btw, Im using 3884 - 8.6 - Heres my sorc vocation xml. Let me know if you see anything.

It worked, but now it wont switch to what I just set it to now.. is there a reason why it isnt updating!? I do /reload vocations I reboot the server, its still loading the 100 mana, 500 health.. its retarded. Whats the wait for, it should change instantly..
