Posible to make wand with charges ? 1 demage -1 charge .

any ideas is it posible to make ?
(wand has 200 charges on every 1 hit -1 charge , after 200 charge is gone wand becomes uncharged and not working and to refil it you must use fire bug ) ETC

maybe you can use 2 wands
first one with charges and second one with-out charges
