Web sight troubles

My websight www.tibiakingdoms.com was working perfectly for Months. Then i restarted my computer, in my xampp the Apache start would not start, and it would only say ( Not responding) So i went into xampp setup and just restarted all its systems (Generaly this should not harm anything)

After i did that i could start Apache again, however...

My web sight seems to be inaccessible and gives

On Firefox it says
Unable to connect

Firefox can't establish a connection to the server at tibiakingdoms.com.

The site could be temporarily unavailable or too busy. Try again in a few
moments.
If you are unable to load any pages, check your computer's network

If your computer or network is protected by a firewall or proxy, make sure

when i try to go to www.tibiakingdoms.com

When i put in localhost however, the webpage and all of its functions are working 100%.

Which means that its the websight itself that is inaccessible but i have no idea why... i Just extended the web sights expire time +3 Years so there is no way the web sight should be gone. Does anyone have an ideas to what is wrong with it? *all suggestion are appreciated!*

Alright so i was looking around and went to a can i host websight, it said this

ERROR Port 80 (People can not connect to your website)
OK Port 7172 (People can see their character list)
OK Port 7171 (People can join your server)
ERROR You can not run server. Please open required ports!

So i looked for Port 80 and found that Skype was trying to use the port.

So i logged out of skype then restarted my computer. Now it says Port 80 is occupied by Xampp/apache/bin/httpd.exe

However, people cannot See my websight still.

Device Name = Gamer-PC
IP Address = 192.168.2.13

Port forwarded protocol tcp+udp
7171
7172
443
80

Checked that his internal IP has not changed,
Checked all ports. Took away port forward rules and "re-port forwarded",
Checked that no-ip.com Dynamic Update Client is refreshing his external IP,
Checked that tibiakingdoms.com is registered,
Checked that external IP was correct in config.lua - Players are able to log-in and play,
Cleared Firefox Cache/Cookies ect.,
Reset Both Host Computer and Router

(It was working fine earlier today and yesterday and months before that)
I ma pretty much stumped as well.

Have you tried to shutdown the processes (apache, MySQL) manually through Task manager? I also suggest that you switch from XAMPP to Uniform server.

You can export your current database from phpMyAdmin and import it again once you've installed Uniform server. ^_^
