Windows Website and computer(Time Zone)

I use the Gesior acc maker, after I installed windows 7'm having problems with your time zone:

The time does not walk when the computer is off!

Hm, i think its something with your php.ini, but never used M$-Winshit 7, so then cannot say anymore =S...
