I didn't think any State can make laws that breaks the fedural laws. Finding Marijuana stores is much easier then finding the illigal suppliers so if DEA acn bust them, they could take all of them in one afternoon.

No, they can't, since they need warrants to search medicinal marijuana stores, and there are ALOT of them.
There are also alot of riot's which cause them delay

I don't really know why they don't go around and bust them all in a week, I'm guessing it's because they have some respect for the people of California and their laws.
