What is /storage?

2.What does it do?

It allows Game Masters to manually set a storage to a player. For example:

/storage J.Dre, 12345, 1

It will set storage "12345," with a value of 1.

/storage J.Dre, 12345, -1

This will remove the storage value or make it -1.

But which storage is meant?

Just explain for what the number 12345 is used here?
For the depot? :$

Tell him what basically the storage means... Why is a storage used, what does the numbers mean, etc...

storage is a number that is given to every quest, or better say "action".. its like a checklist... if u have done a quest, the storage number will be posstive (1) but if not, its gonna be negative (-1)...

without that, quests wouldnt work or people would be allowed to take as many rewards as they want.

so,

1 = yes (done the quest with a certain storage)
-1 = no (havent done a quest with a certain storage)

Storage was indeed the wrong choice of word, should just be questvalue/queststatus.
But yeah, it's not the same storage you think it would be (containers).
