What is the best Website program?

I heard about many Website programs to open/edit my server Website, like Znote Acc, Gesior Acc, Modern Acc, etc. Which one is the best, bug-free and hard/impossible to hack?

I can see that a lot of people use Uniform Server + Znote AAC ...
they also said that xampp low your security

And I would use Uniform if I run windows.

Xampp is more designed for testing/coding purpose and it got alot of uneccesary stuff in it.

I've got ZnoteAcc and Uniform server already tho I got some errors in the server console like this:
