ForgeOfElements, Samera (before being merged with Masiyah), Forgottenl, Flammingvets, blackfireot (or something along those lines), Aldora War definitely.. Even those baiak OTS were interesting back then. It's kinda hard to select 'best servers' as back then there was definitely a lot of awesome servers.

Hukinas Land - custom rpg server with mysteries and stuff, also had lots of cool features. they completely changed how monsters spawned, instead of monsters spawning every x seconds or so you triggered spawns by walking and clicking stuff. Found a list of some of the cool features it offered:

Npcs goes sleep at 10PM, and wake up at 7AM (to see the time, just check the sun-clock)
Lights goes off/on and windows open/closed at day/night
Monster's spawn are by movements, giving some animation to an hunt.
Spawns are by level (+LEVEL = -SPAWNTIME)
There is a chance of raining.
Using trees, plants and other things that are in the map, might give you something... even if it is a battle.
Fishing dont need worms, unless you want some big fishes.
Accidently threw an item in the water? No problem, just fish it back.
You can make potions by picking herbs from grass or picking gems from stones. (For getting sulphurs you need to use an herb or use a staff in a gem)
The NPC Malesia now sells boost runes, using a boost rune in a backpack gives you 20 runes of its type.

dblots - first ever dragonball server which is still online with a big community for around 10 years. probably the most skill based server out there and it has so much content and the gameplay is completely different from what you would see in a normal server.

chasm/ascalon/epicots - all made by @Fare and all were amazing

Well after some thinking, I'd say Softcores, when Daopay fucked up and didn't charge for sms donations..
made 4 new chars, lvl 250 each, with huge skills/mlvls and rich as fuck, by sending about 50 sms.. for price of 0 Euro
And what I understand, a lot of people did that haha

For those not similar with SoftCores, you could only use exp scrolls until level 250
