What kind of server is the most fun?

Hello!

I'm planning on creating a new server, since I've not found many that are fun enough. I have the resources (servers, coding knowledge, etc) to do it, too. Most of the servers I've tried have been fun for a while, but then they've all turned pretty much to crap.

* So, what kind of server do you think is the most fun? Mindless war? Tireless levelling?

* What kind of rates are the best (for experience, skills, magic level, etc)?

* 9.31 or 8.61 (newer features or stability and less bugs)?

Any other comments on what makes a good server?

9.3 isn't any less stable than 8.6, people are just addicted to elfbot as far as I can tell.

I prefer tireless levelling on a custom server with fun wars and lots of events.

100 % custom, balanced RPG. Custom client with custom sprites, that are good ones, balanced pvp, items and spells. English players, and fair gms. Not a repetitive servers, need to use your brain to figure stuff out.
