where is npc.xml for TFS 2.5

i can't find out where npc.xml file is that will let me change the location of npc's spawn or placing on the map please help a serious noob i used neverland a while ago it had a file called npc.xml now i use tfs 2.5 and i cant seem to find any such file or anything similar hwere do i edit npc plaing on this type of server tfs 2.5
