I would recommend OVH for game-hosting (Why? Security and Anti-DDoS). I guess a VPS should be enough, but you can look for Dedicated Servers too.
VPS SSD (you can also choose cloud? Idk)

And google OT Cliend Maker or Tibia Client Maker. You'll find a external website that does it for you, starts with VAP.
