Windows 2008 R2
Windows Server 2012 R2 Standard¹

I would say Ubuntu if I need to choose between the 3.
But I recommend Debian.

Windows consumes more RAM for just the OS.

Also Linux support iptables and such.

Both of them are good, I like debian more then ubuntu or other OS - My opinion!
