Which is better to host my ot Germany or USA?

Depends, from where your players will play europe or america.
But as far as I know if your server is on english language host it in europe

Yes it is english then europe will be better for me ?

Edit : can you please tell many how many Grams i need to host my ot without lags because of online players? and good port speed for tibia OT

Atm ram doesent means on players count.
Scripts/maps depends at all .
So if your ot is evo then about 2gb ram
If its big evo then 4gb ram
If its rl map then 8+
If its your first opening I recommend you to use @Don Daniello service from spigu.net

but when my ot passes 15 online it lags very hard
