Windows Which server?

Ok i am hoping someone will be nice enough to point me in the right direction here.
I am looking to create a server and most I find are bare bones. Here are the key things Id like for it to have

zombie event
click teleport
mount system
talking signs and teleports

Im not sure which is the best to use 8.60, 8.70 or up?
anyone willing to point someone in the right direction? Im going nuts trying to figure out which to use

Mount system available only on 8.6 custom Client or 8.7+ normal/custom client.

crap and ive not found any 8.7 with many features :S i have 0.2.10 but its pretty barebones. Not even click teleport, cant see to get goto to work, looks like ill have to add all that in huh?

true. most of the datapacks are for 0.3 so when u try to put it on 0.2 it gives simple errors u just got to fix them
