How can i use Map Editor on win7, i think i need .net framework ? its not giving me an error on what i must do?
any info please reply.

You may need http://www.microsoft.com/en-us/download/details.aspx?id=40784 both 32 and 64bits.

but it would be better if you tell us the error you get.
