Go xampp/apache/config httdp.php
Search it

#Listen 0.0.0.0:80
#Listen [::]:80
Listen 80

Change for it

#Listen 0.0.0.0:8080
#Listen [::]:8080
Listen 8080

If you are using router make port forwarding.

Not sure but try to get hit the checkbox left of apache, that installs it.

If it's installed wrong it can sometimes be hard to start apache.
Either you try to hit the checkbox as Coiler said, or spam the start button when you have hit the checkbox.
(Worked for me , simple solution :thumbup
