I dont understand your question, what do you mean with "change my IP in xampp"?

i dont have stable ip , when i restart my comp i have a diffrent ip ( 12. 123. 123 .123 for example (restart) 13. 143 .432 .432 ) can i upgrade my ip adress (of my ots) to the ip i have now ? ( in xampp like in webserv )

You mean your IP addres.

Like if you got otserver.no-ip.org , it dont work sometimes because the IP addres changes, ok here is it, you need to download the no-ip file, from no-ip.com, and everytime ur IP change's u need to update it, when you download the file you will understand more.

You don't need to update your ip address in xampp, you only need to change the IP address of your no-ip account so it forwards to your actual IP.
I belive they have some prog that changes the ip for you every time it changes.
