xampp problem

Hello, I'm new making my own servers but I tought I should give it a shot!
I was following a guide on this website and it told me to go in to "http://localhost/security/xamppsecurity.php" for making my password to the server or xampp or something... When I tried to get into that website it didn't work. Could someone tell me what I did wrong ASAP?

Are you sure that your Mysql is running ?

Yes, but not 100% about the "Apache" I have tried to start it again but it dosen't work.. Nothing happens.. Is that my problem? If it is, what is the solution?

probably the skype problem, when you got skype open it doesnt work nor teamviewer or anything. REP++ if i helped you
