Xampp problems

reinstal xampp and instal mysql and apache server

It's because you have enabled UAC (User Account Control) to disable it follow this tutorial ->

if you did these steps from the link reboot your pc and try again with running xampp control center in administrator mode.

That should solve your problem if apache wont run might check if skype is running since skype blocks port 80.

uniform server is sucks i use but i dont have icon phpmyamdmin and i dont make datbase...
