xxamp help

i just installed xxamp on a new pc it window vista but i cannot add a password to it it keeps givin me a access forbidden prompt any ideas how to fix this?

• Make sure you turned on Apache and MySql.
• Go to: http://localhost/security/xamppsecurity.php

You don't have permission to access the requested object. It is either read-protected or not readable by the server.

Go to: xampp/phpmyadmin/libraries/.htaccess

Open it with notepad, and tell me what it says.
